Chair background
Harold Federow is a technology and IP lawyer. He is currently contract and vendor manager for the information and communications technology department of the Port of Seattle, being responsible for all IP and licensing matters as well as various privacy and security issues. Prior to joining the port, Federow was general counsel at Talyst, Inc., a maker of software and hardware to enable hospital pharmacies to improve their inventory control over medications and to better ensure accuracy of medication delivery. He is the holder of one patent and the author of one book, Quality Practices and the Law. He has written several papers and is a supervising attorney for IP law students at the University of Washington’s Entrepreneurial Law Clinic.
The Port of Seattle runs a Seaport (cargo and cruise lines) as well as the nation’s ninth busiest airport (pre-COVID), Seattle-Tacoma International Airport. The Port of Seattle is pushing the technological edge in airport-related technologies.
What interested you in the in-house practice of law, and what made you interested in participating in network leadership?
I like the policy-related and problem-solving aspects of the practice of law. I like to volunteer and said “yes” to a request for some help.
How has the IT, Privacy, & eCommerce Network helped you in your career?
I have met people from all over the world. Each of them has a different perspective, which I have found helpful in approaching problems. Plus, the network has provided people I can call and talk things over with.

What are some of the goals and/or objectives for the IT, Privacy, & eCommerce Network?
Increase participation in network activities, provide interesting programs, and secure new committee sponsors.
In your opinion, what are some of the ways that the IT, Privacy, & eCommerce Network provides value to its members?
Programs (Legal Quick Hits, webinars, etc.) focus on actual problems many of us are facing in our daily work. IT, privacy, and eCommerce issues cross many lines, and the network provides a way for practitioners to share and discuss their similar problems and issues.
What are ways in which the IT, Privacy, & eCommerce Network tries to keep its members engaged and interested?
Interesting programs and being open to volunteers. If you are interested, get in touch with network leadership on our web page. We also promote publishing in the Docket and provide assistance to potential authors (including myself).
What substantive practice issues does your network address?
Licensing of IT, including cloud solutions. Privacy issues across areas and countries (e.g., General Data Protection Regulation, California Consumer Privacy Act, HIPAA, Gramm–Leach–Bliley Act, etc.).
What are some upcoming themes, ideas, or programs that members of the IT, Privacy, & eCommerce Network can look forward to?
Our Annual Meeting panels are always well attended. This year we are bringing back, by popular demand, our panel on “IT for Lawyers” for the fourth time. One we expect to be popular will cover the California Consumer Privacy Act. It will debut at the 2020 Annual Meeting, which will be all virtual. We will also be monitoring the development of similar laws in other states.
